Statistics representing international adoptions are based on data collected by Secrétariat à l’adoption internationale upon issuing a letter of non-opposition. This data includes adoptions of children from another province in Canada or from a Canadian territory.

Three points should be considered when interpreting these statistics:

1. In a few rare cases, a letter of non-opposition was issued, but the child in question either did not enter Canada or was not taken from his or her territory or province of origin and brought to Québec.
2. Although a letter of non-opposition is issued during a given year, the child’s arrival in Québec may not occur that same year, as several months can pass between the issue of a letter and the child’s arrival in the adoptive family.
3. As of February 1, 2006, procedures vary according to the date upon which the case was opened. Cases opened before this date are handled according to the former legal framework, and those opened after February 1, 2006 are handled according to Québec’s new legal framework for the adoption of children domiciled outside Québec.
