Adoption Statistics
Each year, Quebecers adopt children born in foreign countries or elsewhere in Canada. The statistics that follow report on the number of adoptions authorized annually by the Secrétariat à l’adoption internationale (SAI).
These adoption statistics are based on data collected by the SAI when it issues a letter of no objection. The letter is generally issued at the time of authorization to proceed with the adoption.

Factors to consider when looking at the statistics
- In a few rare cases, a letter of no objection was issued but, in the end, the child did not enter Canada or leave his or her territory or province of origin and come to Québec.
- Although a letter of no objection may be issued in a given year, the child may arrive in Québec later, as several months can pass between the issuing of the letter and the child’s arrival in the adoptive family.
